On behalf of the Ukrainian film industry we would like to express our sincere thanksgiving for the constant support of the Ukrainian cinema. The increase of financial support of national cinema contributed to the growth both in the quantity and quality of Ukrainian films. As a result, in recent years we have seen an unprecedented number of films in the cinemas of the state and in the programs of international film festivals - our films collect awards not only in domestic cinemas, but also obtain international awards: Cannes, Berlin, Locarno, Karlovy Vary and others. These successes would have been impossible without increasing public funding. In addition, the adoption of the new Law on Cinematography expands the scope of co-production with European and other countries.
Consequently, we can confidently say that due to the deliberate work of the Ukrainian State Film Agency, Ukrainian film industry is developing in a good way. At the same time, we want to draw your attention to the very important problem of promotion of Ukrainian cinema. It exists today, but needs to be promoted and popularized both among Ukrainian viewers, and internationally. This is not just a world practice, it is already well-proven by our neighbors from Poland, Georgia, Lithuania, Estonia, the Czech Republic, Slovakia. A minimum of 10% of the total budget for cinematography of state funds is for holding international festivals in their country and popularization of national films at international film forums. For example, the Polish Cinema Institute (same as Ukrainian State Film Agency) spends over 2 million euro a year on Poland's participation in international cinema events and 4.2 million euro to the supporting of international cinema events in Poland, that is, in general, it is about 200 million in recalculation in UAH.
According to our experts, Ukrainian cinematography needs at least 100 million UAH (3 million euro) today in the direction of CPKVK 1806050 "Concert arts and cultural events in the field of cinematography, financial support of the National Union of Cinematographers", which would amount to approximately 10% of the planned budget of Ukrainian cinematography funding for 2018.
The promotion of Ukrainian cinema plays an enormous role in creating a positive image of Ukraine in the world, which was proven during working of the Ukrainian pavilion at the Film Market at Cannes Film Festival, the Ukrainian stands at the European Film Market in Berlin, as well as on film festivals in Karlovy Vary and Toronto, and the Week of Ukrainian Cinema abroad (Strasbourg, Paris, Brussels, London, Tbilisi, etc.).
Conducting important events in Ukraine such as Molodist Kyiv International Film Festival, Odessa International Film Festival, International Documentary Film Festival on Human Rights Docudays UA and the Open Night Festival became an important outpost of Ukraine's connection to the world and turned it on to the world cinema.
